Micromoment Management: Jumping at Chances for Status Gain
Eine Theorie des Managements von Mikromomenten sollte aus Einsichten
über die Art und Weise, wie Status gewonnen und verloren wird,
abgeleitet werden. Statuswechsel können auftreten, wenn Handlungen
zu Reaktionen führen, die in komplementäre Rollen passen.
Es wird ein allgemeines Prinzip formuliert, das dem Reagierenden
den strategischen Vorteil zuerkennt. Daraus können nützliche
Empfehlungen für den Handelnden abgeleitet werden, es mithilfe
von Ziel- und Inhaltsambiguität zu vermeiden, Vorteile anzubieten.
Da sich diese Ambiguitäten selbst erhalten, erhalten wir eine
gewisse Versicherung, daß ereignisreiche Mikromomente selten
sein sollten. Das Konzept des Ambiguitätsversagens erklärt,
warum solche Momente überhaupt auftreten. Der Aufsatz greift
zur Entwicklung seiner Überlegungen auf Hundegeschichten zurück.
A theory of micromoment management should be build from insights
into how status is gained and lost. I argue that status changes
can occur when actions elicit reactions that fit into complementary
roles. A general principle is offered, which confers the strategic
advantage on the reactor. This provides useful cautionary guidelines
for the actor on how to avoid confering an advantage with target
and content ambiguity. Since these ambiguities are self-sustaining,
we gain some assurance that eventful micromoments should be rare
as well as an ambiguity failure framework to analyse why they occur
at all. The paper uses dog stories to develop its argument.

The Regime of Shareholders: End of the Regime of Managers?
Der Aufsatz setzt sich kritisch mit der verbreiteten Auffassung
auseinander, daß die zunehmend bedeutende Rolle institutioneller
Anteilseigner die Macht der Manager einschränken und die managerial
revolution rückgängig machen wird. Auf der Grundlage
zum Teil eigener Untersuchungen und zum Teil einer Diskussion der
Literatur wird gezeigt, daß die Möglichkeiten der Anteilseigner,
auf ein unternehmerischeres Verhalten der Manager Einfluß
zu nehmen, sehr begrenzt sind. Ergebnis der jüngeren Entwicklungen
wird weder ein Regime der Anteilseigner noch eine einfache Fortsetzung
des Managementkapitalismus sein, sondern die Herausbildung einer
Konstellation, die starke Anreize für Manager enthält,
talk und action zu entkoppeln, das heißt
Heuchelei im Sinne von Nils Brunsson zu entwickeln.
Wir schlagen den Begriff des Mimikrykapitalismus vor, um diese neue
Konstellation zu beschreiben.
The paper contains a critical evaluation of the common view that
the advance of institutional shareholders will dismantle the power
of managers and "undo" the managerial revolution. On the
basis partly of the authors own research, and partly of a
discussion of the current literature it is argued that the possibilities
shareholders have to mobilize more "entrepreneurial" behaviour
in managers are very limited. The likely outcome will neither be
a regime of shareholders nor a simple perpetuation of managerial
capitalism, but the emergence of a constellation containing strong
incentives for managers to decouple talk and action; "hypocrisy"
according to Brunsson. We will propose the term "mimicry-capitalism"
in order to describe this new constellation.

Standardization and the Regulation of Management Control Practices
Der Aufsatz diskutiert Überlegungen zu Managementkontrollsystemen
auf drei Feldern (Wirtschaftsprüfung, Qualitätssicherung,
Risikomanagement) und stellt dar, was bei einem generischen System
auf dem Spiel steht, das im Prinzip auf jede Organisation angewendet
werden kann. Diese Systementwürfe spielen eine Rolle, indem
sie Ordnungsvisionen liefern und legitime öffentliche Organisationsbilder
unterstützen, aber sie verkörpern zugleich unrealisierbare
Modelle des Organisationslebens und unpraktizierbare Ideale kontinuierlicher
Selbstbeobachtung. Der Aufsatz geht davon aus, daß der Wechsel
von Versuchen, Qualitätsstandards für eine substantielle
Performanz zu setzen, auf Versuche, den Managementprozeß zu
standardisieren, für Aufsicht und Management entscheidend gewesen
ist. So sind imperialistische Versuche, Standards von oben zu definieren,
neoliberalen Programmen gewichen, in denen generische Prozesse aus
Netzwerken und Systemen entstanden sind und in denen der Staat die
besten Praktiken zwar fördert, aber nicht vorschreibt.
This essay discusses ideas of management control systems in three
areas (accounting, quality assurance, risk management) and reflects
on what is at stake in a generic system, which can in principle
be applied to any organization. These system blueprints
play a role in providing visions of order and in supporting legitimate
public images of organizations, but they also embody unrealisable
models of organizational life and impracticable ideals of continuous
self-observation. It is also suggested that a shift from attempts
to set quality standards for substantive performance to the standardization
of management process has been decisive for both regulation and
management. In particular, imperialistic projects of setting standards
from above have given way to neoliberal programmes in which generic
process standards have emerged from networks and systems, and in
which the state sponsors but does not prescribe best
management practice.

Stumbling Giants
The Emptiness, Fullness, and Recursiveness of Strategic Management
Allgemeine Konzepte und Rezepte des strategischen Managements
sind meistens entweder einseitig oder leer, Reflex auf einen horror
vacui der Träger strategischer Entscheidungen. Diese Entscheidungen
und die Orientierung an einmal dieser, einmal jener Managementmode
werden in diesem Beitrag als Entfaltung der Paradoxie des Entscheidens
interpretiert, einschließlich der Oszillation zwischen kontextabhängig
wechselnder Fokussierung der Themen und der strategischen Aufmerksamkeit.
Es wird ein Konzept rekursiver, supplementärer Füllung
einer notwendigen Leere von Strategien im Zuge ihrer Implementation
und Realisierung vorgestellt, unter Rekurs auf Alfred Schütz,
Anthony Giddens, Jaques Derrida, Donald Schöns Begriff knowledge-in-action
und Eric Leifers Idee einer strategischen Ambiguität. Strategisches
Management ist, so gesehen, ein permanentes Tasten und Stolpern.
Fiktionen der Fülle und Verläßlichkeit strategischer
Konzepte geben dann Halt.
General concepts and patent remedies of strategic management tendtend
to be either one-sided or empty. In a sense they are a reflex of
a horror vacui of strategic decision- makers. We conceive of the
strategic decision making process and following management fads
as unfolding the paradox of decision and oscillating between different
themes and subjects of attention focusses. Referring to Alfred Schutz,
Anthony Giddens, Jaques Derrida, and Donald Schoens concepts
of knowledge-in-action and Eric Leifers idea of a strategic
ambiguity, we present a concept of a necessary emptiness of strategies
recursively to be filled and supplemented in, and by, implementation
and execution. Strategic management, in this view, turns out to
be a permanent groping and stumbling. To establish an As If
of fullness and reliability of strategic concepts, then, serves
merely as a placeholder while the actual content is being determinedgives
a hold.

Strategies and Identities by Mobilization Context
Identitäten entstehen aus Turbulenzen. Strategien nutzen
Spannungen zwischen neuem und routinisiertem Handeln aus und rechnen
damit, daß sie eine soziale Mobilisierung auslösen, während
derer sich Identitäten und ihre Verbindungen neu formieren.
Der Aufsatz geht der Frage nach, welche Topologien aus der Kumulation
von Strategien entstehen. Diese Topologien bilden den Kontext für
Handlungsstrategien, die im Widerspruch zu determinierten Strukturen
stehen. Strategien verhandeln neu über ganze strategische Felder
und verändern somit Kontrollmöglichkeiten und Strukturen.
Unterschiedliche Formen von Ehen dienen als Vorbild für die
Ableitung und Verallgemeinerung von Topologien, die unterschiedliche
Grade von Absonderung beziehungsweise Vergemeinschaftung der Partner
aufweisen. Interessant ist, daß die Vergemeinschaftung mit
einem durchaus boshaften Ranking der Partner einhergeht. Während
Strategien entgegen ihrer eigenen Rhetorik meist nichts mit Planung
zu tun haben, ist ihre Rolle im Kontext von sozialer Mobilisierung
um so bedeutsamer. Diese Mobilisierung nutzt Differenzen zwischen
Funktionen und Generationen. Der Aufsatz unterscheidet zwischen
Strategien in Organisationen, in denen Identitäten aufgerufen
und gegeneinander ausgespielt werden, und Strategien einer Zivilgesellschaft,
in denen es eher darauf ankommt, Unabhängigkeit (eine Form
des Bezugs) trotz Freiheit zu behaupten. In letzterer ebenso wie
in klassischen Tauschmärkten und multinationalen Unternehmen
kommt es auf die Einführung von Strategien höherer Ordnung
an, die ihre Mobilisierungseffekte aus Inkonsistenzen gegenüber
den Strategien niederer Ordnung gewinnen. Spätestens diese
Differenzierung zwischen Strategien verschiedener Ordnung zeigt,
daß es nicht genügt, Organisationen nur anhand ihres
Grades an Dezentralisierung beziehungsweise Konzentration zu unterscheiden.
Strategisch entscheidend sind verschiedene Formen der Vernetzung
zwischen niederen und höheren Ebenen.
Identities and strategies both emerge amidst uncertainties. Strategies
grow out of their sitings, but at the same time the outcomes of
strategies cumulate to shape topology of sitings, the interlockings
in network control among identities. Conjectures are offered for
interrelations of internal structures and policies of organizations
in each of two topologies for economic and governmental systems.
Interpretive mechanisms of social mobilization go with a third alternative
topology. Principal distinctions drawn are segregate vs companionate
in network aggregation, together with levels of scope, and parallelism
vs. specialization within a level.

Deconstruction is the Case: Deconstruction in Management Consulting
and Organization Theory
Seinen Ausgangspunkt findet dieser Artikel
in der Tatsache, dass das Konzept der Dekonstruktion jüngst
durch bestimmte Unternehmensberater für strategisches Management
aufgegriffen worden ist. Es wird dargelegt, dass dieser Gebrauch
des Begriffs, der zunächst überraschend wirken mag, gerechtfertigt
ist, insofern der Begriff verwendet wird, um einen neuen und problematischen
Modus der Identität und Integrität von Unternehmen aufzuweisen.
Mit ihrer strategischen Reaktion auf Dekonstruktion
entfernen sich die Unternehmensberater allerdings klar von den philosophischen
Strategien, die sonst mit diesem Konzept verbunden sind: Sie reduzieren
das Konzept der Dekonstruktion in dem Maße, wie sie Dekonstruktion
als einen externen, quasi-natürlichen Prozess beschreiben und
versuchen, sie in ein strategisches Instrument zu verwandeln, das
die Erfolgskriterien und die Ziele des Kontextes, in dem sie verwendet
wird, unberührt lässt. Ein zweiter Teil des Artikels diskutiert
zwei Beispiele systemtheoretischer Konzeptionen in der Organisationstheorie,
um zu zeigen, dass diese als eine Art dekonstruktiver
Analyse beschrieben werden können, die dazu imstande ist, dekonstruktiven
Prozessen in größerem Maße Rechnung zu tragen.
Gleichwohl bleiben diese Ansätze genuin dekonstruktiven Projekten
gegenüber heterogen, insoweit wie sie als funktionale Analyse
durchgeführt sind, die immer dazu tendiert, nach funktionalen
Äquivalenten dekonstruierter Strukturen zu suchen. Dekonstruktive
Projekte müssten dagegen auf den Moment der Dekonstruktion
selbst fokussieren, der neue Formen der Praxis ermöglichen
kann, die nicht nur bestimmte Elemente durch funktionale Äquivalente
ersetzen, sondern das Wesen der sozialen Praxis selbst ins Spiel
bringen und aufs Spiel setzen.
The starting point of this article is the recent taking up of the
concept of deconstruction by certain strategic management consultants.
It is argued that this use of the concept, that might at first appear
surprising, is justified insofar as it is employed to reveal a new
and problematic mode of identity and integrity of companies. With
their strategic response to deconstruction, however,
these consultants deviate clearly from the philosophical strategies
that are allied with this concept: They produce a reduction of the
concept of deconstruction to the extent that they describe it as
an external, quasi-natural process and try to transform it into
a strategic instrument that leaves the criteria of success and the
aims of the context it is used in unaffected. A second part of the
paper discusses two examples of systems theoretical conceptions
in organization theory in order to show that these can be described
as a kind of deconstructive analysis that is able to
account more fully for deconstructive processes. Nevertheless, insofar
as these approaches are carried out as a functional analysis that
always tends to search for functional equivalents of deconstructed
structures, they remain heterogeneous to deconstructive projects
in the strict sense. Such projects would have to focus on the moment
of deconstruction itself that can enable new forms of practice that
do not only substitute certain elements with functional equivalents
but that put into play and put at stake the nature of social practice
itself.

The De-Construction and Re-Construction of Authority and the Role
of Management and Consulting
Aus einer systemischen Perspektive kann das Wissen oder die Intelligenz
eines Unternehmens nicht als in den Köpfen ihrer Mitglieder
lokalisiert begriffen werden. Es ist in den Kommunikations- und
Interaktionsprozessen impliziert, welche die Identität der
Organisation als Einheit definieren. Eine lernende Organisation
ist eine Organisation, die in der Lage ist , ihre Kommunikationsregeln
zu verändern. Um dies zu tun, braucht sie ein Mittel der Beobachtung
der eigenen Regeln und der Bewertung, ob das in ihnen implizierte
Wissen noch angemessen ist. Manager und Berater als diejenigen,
die "wissen", wie ein Unternehmen gesteuert
wird, müssen dekonstruiert werden. Ihre Autorität kann
durch die Nutzung der Intelligenz von sich selbst reflektierenden
Kommunikationsprozessen innerhalb der Organisation rekonstruiert
werden. Deren Ergebnis kann ihrer Aktivität zugeschrieben werden,
auch wenn es der Kommunikationsprozeß war, der die Beobachtungen
und in der Folge die Entscheidungen hervorbrachte.

Lenins Void: Towards a Kenogrammar of Management
Es gibt keine allgemein akzeptierte Soziologie des Managements.
Der kognitive Fokus der Soziologie tut sich schwer mit den volitiven
Aspekten des Managements. Der Aufsatz stellt einen Versuch vor,
Management als einen evolutionären Mechanismus zu verstehen,
der kognitive und volitive Aspekte miteinander integriert. Der Aufsatz
führt die allgemeine Idee einer Kenogrammatik ein, mit deren
Hilfe die Leere beschrieben werden kann, die von einem Management
bearbeitet wird, das einen Zweck einführt. Es wird ein Modell
vorgestellt, das das Management der russischen Revolution durch
Lenin als eine strategy of access (Philip Selznick)
beschreibt. Der Bolschewismus verwandelt Parteimitglieder in Parteiagenten,
die sich darum bemühen, Stellen in verschiedenen relevanten
Organisationen zu besetzen und in ihrem Vorgehen sowohl von einer
passenden Theorie als auch von einer den Alltag der
Revolution definierenden Praxis unterstützt werden.
There is no self-evident sociology of management. The cognitive
focus of sociology seems to be at odds with the volitive aspects
of management. The paper proposes to consider a possible approach,
which consists in viewing management as the evolutionary mechanism
of a social system, thus integrating volition with cognition. The
paper introduces the general idea of a kenogrammar describing the
voids acted upon by management when introducing purpose. A model
looks at Lenins way to manage the Russian revolution and describes
the Bolshevik strategy of access (Philip Selznick) to
power by turning party members into party agents able to conquer
positions in organizations. Party agents are susceptible both to
a theory isolating them from conventional morale and
to a practice defining the everyday work of a revolution.

Systemtheorie und Gender. Überlegungen zum Zusammenhang von
politischer Inklusion und Geschlechterdifferenz
In der Systemtheorie nach Niklas Luhmann werden die Inklusionen
von Individuen ins politische System entsprechend dessen Selbstverständnis
auf zweierlei Weise gedacht, nämlich durch die Inklusion in
den Nationalstaat (Wahlrecht) und durch die Inklusion in den Wohlfahrtsstaat.
Ein Blick in die Vergangenheit zeigt, dass diese Inklusionen in
Deutschland bis in die 1970er Jahre hinein an der Geschlechterdifferenz
orientiert waren: Während das Frauenwahlrecht im zweiten Jahrzehnt
des 20. Jahrhunderts eingeführt wurde, richtete sich die wohlfahrtsstaatliche
Inklusionspolitik bis zur Reform des Ehe- und Familienrechts (1977)
explizit an der familiären geschlechtlichen Arbeitsteilung
aus. Die These lautet nun, dass diese beiden Formen politischer
Frauenexklusion bzw. inklusion mit der Struktur des Politiksystems
korrelieren: Zur Fraueninklusion in den demokratischen Nationalstaat
kommt es erst mit der Überformung des hierarchischen Machtcodes
als Regierung / Opposition, während die wohlfahrtsstaatliche
Gleichbehandlung von Männern und Frauen mit der Selbstbeschreibung
des Politiksystems als eines Funktionssystems unter anderen einsetzt.
According to Niklas Luhmanns Systems Theory, the inclusion
of individuals in a political system is conceived in correspondence
to the system's self-conception in two ways, viz. the inclusion
in the national state (franchise) and the inclusion in the welfare
state. A look at history shows that in Germany, these modes of inclusion
were oriented by gender differentiation until the 1970s: although
female suffrage was introduced in the second decade of the 20th
century, the politics of inclusion by the welfare state were explicitly
aligned with the family- and gender-oriented division of labour
until the reform of the law on marriage and family (1977). The thesis
here is that these two modes of political inclusion (or exclusion)
of women and the structure of the political system correlate: in
the democratic national state the inclusion or exclusion of women
is only realised if the hierarchical power code is constituted anew
as government/opposition, while the equal treatment of men and women
in a welfare state only occurs with a new definition of the political
system as one functional system among others.

Die Form der autopoietischen Reproduktion am Beispiel von Bewußtsein
und Kommunikation
Niklas Luhmanns Theorie unterscheidet zwei Typen sinn-orientierter
Systeme: soziale Systeme und bewußte Systeme. Beide sind bezogen
auf das sehr abstrakte Konzept der Autopoiesis. Dieser Aufsatz untersucht
die Annahme, daß die Operationen dieser Systeme aufgefaßt
werden können als identisch in der Form, jedoch als verschieden
im Blick auf das Medium, in dem diese Form realisiert wird. Bezogen
auf Autopoiesis wird argumentiert, daß beide Systemtypen die
Referenz auf sich selbst und die Referenz auf die Umwelt kombinieren
müssen. Sie erfüllen dieses Erfordernis durch ein spezielles
Zeitmanagement, das in terms der différance analysiert
werden kann. Dieses Management, das begriffen wird als eine Art
isomorpher Strategie, ist das Ergebnis (und die Bedingung) der Koproduktion
und der Koevolution sozialer und bewußter Systeme.
Niklas Luhmanns theory distinguishes two types of meaning-oriented
systems: social systems and conscious systems. Both types refer
to the very abstract concept of autopoiesis. This article investigates
the assumption that the operations of these systems can be considered
as identical in form but different in terms of the medium used to
realise the form. With regard autopoiesis it is argued that both
systems have to combine the reference to themselves and the reference
to their environments. They fulfil this requirement by means of
a special management of time that could be analysed in terms of
différance. This management, which can be seen
as a kind of isomorphic strategy, is the result (and the condition)
of the co-production and co-evolution of social and conscious systems.
