Terrorismus als Konfliktsystem

Der Aufsatz wendet sich gegen einschlägige Argumentationen zum internationalen Terrorismus, die mit einfachen (Armut) oder auch komplexeren Kausalannahmen (Bildungsdefizit und Armut usw.) arbeiten. Empirische und theoretische Indikatoren weisen darauf hin, dass es sich beim islamistisch geprägten Terrorismus und dem resultierenden ‚war on terrorism’ um ein parasitäres Konfliktsystem handelt, das eigene, interne Kausalitäten einer Konfliktlogik aufbaut, die sich nicht durch externe Ursachen erklären lassen. Das System verwendet gegenläufige Einheitssemantiken, die die Struktur des Konfliktsystems für seine Umwelten anschlussfähig halten. Aus der stabilen Selbstreferenz der internen Reproduktionsdynamik des Konflikts und aus der Relativierung von Rationalitätsansprüchen der Schemata von politischen Beobachtern (Multilateralität/Unilateralität) wird eine wenig optimistische Sicht auf dessen ‚Auflösung’ gefolgert.

The article argues against common views on international terrorism, which rely on simple (poverty) or more elaborate (lack of education and poverty etc.) causal assumptions. Empirical and theoretical indicators suggest that islamist terror and the resulting 'war on terrorism' are aspects of a parasitic conflict system. This conflict system builds its own internal causalities according to a logic of conflict external causes cannot explain. The system refers to contradicting semantics of unity that make the structure of the conflict system plausible for communications in its environment. Observing the stable self-reference of the internal dynamic of reproduction the conflict follows and the relativisation of claims to rationality political observers make, the prospects of 'solving' the conflict are not good.

Die Universität in der Wissensgesellschaft: Wissensbegriffe und Umweltbeziehungen der modernen Universität

Der Aufsatz rekonstruiert historisch und systematisch die Beziehungen der Universität zu verschiedenen Formen gesellschaftlich bedeutsamen Wissens. Das europäische Mittelalter konzentriert erstmals die wichtigsten Wissensformen und die Ausbildung der zugehörigen Praktiker in der Universität als einem Instrument einer in Wissen fundierten sozialen Kontrolle. Während die Aufklärung eine Ausweitung des Wissensanspruchs auf neue Gegenstände und neue soziale Gruppen mit sich bringt, radikalisiert die neue Universitätsidee des frühen 19. Jahrhunderts gegenläufig die Erwartungen an die Wissenschaftlichkeit und die Forschungsabhängigkeit eines jeden universitären Wissens. Erst nach diesem universitäts- und wissenschaftsgeschichtlichen Umbruch kehrt u.a. in der amerikanischen Universität die Idee der Inklusion der Wissensformen und die sozialen Gruppen in die universitäre Tradition zurück. Dies führt auf die Wissensgesellschaft der Gegenwart hin – als eine gesellschaftliche Formation, die durch die Produktion avancierten Wissens in vielen gesellschaftlichen Institutionen, durch die funktionale Differenzierung des Wissens und die Einbeziehung immer neuer sozialer Adressen bestimmt ist. Damit vervielfältigen sich die Beziehungen der Universität zu ihren sozialen Umwelten, die der Aufsatz abschließend unter vier Leitbegriffen systematisiert: Technologie und Humankapital als das in Verfahren oder in Personen inkorporierte Wissen; Professionalität und Rationalität als Verknüpfungen der Universität mit der Welt der Berufe und der Organisationen, als Werte und institutionalisierte Normen und schließlich als Orientierungsweisen, die das Weltverhältnis von Personen prägen.

Rudolf Stichweh, The university and the knowledge society. Knowledge terms and the interrelations of the modern university with its societal environment
The essay gives a historical and systematical reconstruction of the interrelations between universities and the forms of knowledge characteristic of societies. The European Middle Ages are the first epoch in history which concentrates the most important forms of societal knowledge and the education of the respective practitioners in universities. These universities were conceived as institutions of social control based on knowledge monopolies. A first break happens in Enlightenment Europe when scientific knowledge claims include new (practical) subjects and new social groups. But there arises again a drastic shift in the “second scientific revolution” of the 19th-century as a result of which every bit of university knowledge has to be based in science and in ever new original research. It is only with the rise of the American University (ca. 1870-90) that the idea of inclusion of new forms of knowledge and of new social groups rises again to prominence in the university tradition. This prepares the knowledge society of our days – as a societal formation which is characterized by the production of advanced knowledge in plural sectors of society, by the functional differentiation of knowledge and by the inclusion of ever new social addresses as being producers and consumers of knowledge. As a result we observe a diversification of the interrelations of the universities with their societal environments. These interrelations are systematically described in this essay via four core terms: technology and human capital as knowledge incorporated into processes or persons; professionality and rationality as interconnections of the university with the world of occupations and organizations, as values and institutionalized norms and finally as ways of orientation which form the world picture of persons and transindividual collectivities.

Was man von den unsichtbaren Medien sehen kann

Zusammenfassungen: Im Unterschied zu ihren sonst üblichen Ansprüchen scheint die Systemtheorie den Begriff des Mediums nur ungenügend zu definieren; so dass der Begriff wird dann in mehreren offensichtlich unkoordinierten Bedeutungen benutzt wird. Orientiert an der Unterscheidung von Medium und Form und ihrer etwas merkwürdigen Bezeichnung als “präsystemtheoretische Unterscheidung” wird der Mediumsbegriff mit den Leitunterscheidungen System/Umwelt und Operation/Beobachtung verbunden und auf die Leistung des Sinns als Grundbegriff der soziologischen Theorie bezogen. So wird es möglich, die „Paradoxie der Unwahrscheinlichkeit des Wahrscheinlichen“ aufgrund der Unterscheidung von Auflöse- und Rekombinationsvermögen zu erklären und scheinbar heterogene Medien wie Sprache, Verbreitungsmedien und symbolisch generalisierte Kommunikationsmedien einheitlich zu behandeln.

Contrary to its usual rigour, systems theory seems to have a rather diffuse definition of the notion of medium, which is used in various different and apparently uncoordinated meanings. Taking as thread the distinction medium/form and its somehow curious characterization as “pre-systemtheoretical distinction”, the concept of medium is connected with the “leading distinctions” system/environment and operation/observation and referred to the role of meaning as the fundamental concept of sociological theory. This allows to explain the “paradox of the improbability of the probable” on the basis of the distinction between loosening capability and recombination capability and to deal in a unitary way with seemingly distant media like language, diffusion media and symbolically generalized communication media.

Autolysis  Within Organizations: A Case Study

Der Beitrag zeigt, wie die von Niklas Luhmann entwickelte Systemtheorie für eine empirische Analyse von Lärm und lärmerzeugenden Mechanismen geöffnet werden kann. Die dem Artikel zugrunde liegende analytische Strategie ist die Beobachtung der Operationen, die ein soziales System konstituieren. Eine entsprechende Analyse macht auf das Fehlen von Anschlusskommunikation und auf die aktive Produktion von Lärm (verstanden als Operationen ohne Anschlüsse) aufmerksam, d.h. sie öffnet die Analyse für systemische Autolysis (Selbstauflösung). Darauf aufbauend wird eine operationale Analyse organisationaler Kommunikation durchgeführt, die die Leitdifferenz Ereignis / Rekursivität benutzt. Der Artikel ist in sechs Abschnitte gegliedert. Nach der Einleitung wird eine operational-analytische Strategie skizziert (I). Danach wird das Konzept der Autolysis vorgestellt (II). Eine Fallstudie über das Entscheidungsverhalten in einer Organisation des Gesundheitswesens liefert dann Beispiel für organisationalen Lärm im Sinne von Entscheidungen ohne Anschlusskommunikationen (III). Die Fallstudie demonstriert eine aktive Produktion von Geräuschen und identifiziert vier Mechanismen, die ein Rauschen erzeugen (IV). Danach wird diskutiert, wie die Organisation den Lärm beobachtet, den sie erzeugt (V). Abschließend werden die Resultate einer Zusammenführung der operational-analytischen Zugangsweise und des Konzepts der Autolysis identifiziert und weiterführende Perspektiven skizziert.

Morten Knudsen, Autolysis Within Organizations: A Case Study
This paper demonstrates how systems theory as developed by Niklas Luhmann can be opened to empirical analyses of noise and noise-creating mechanisms. The basic analytical strategy of the paper is to observe the operations that make up social systems. The paper argues that this makes the analysis sensitive to lack of connectivity and to the active production of noise (defined as operations not gaining connection), i.e., it opens the analysis to systemic autolysis (self-dissolvement). An operational analysis of organised communication is carried out using the “Leitdifferenz” event/recursivity. The paper is divided into six parts. After the introduction, an operation-analytical strategy is outlined (I). The concept of autolysis is then elaborated (II). A case study of decisions in a health care organization provides examples of organizational noise (decisions that lack connection) (III). The case study shows an active production of noise and four noise creating mechanisms are identified (IV). This is followed by a discussion of how the organization observes the noise it creates (V). As a conclusion, the results of combining the operation-analytical strategy and the concept of autolysis are identified and further perspectives are outlined (VI).

The Forgotten Function of Forgetting:  Revisiting Exploration and Exploitation in Organizational Learning

Die computerbasierte Simulation ist zu einer weithin akzeptierten Methodik in den Sozialwissenschaften avanciert, insbesondere in der Organisationsforschung. In diesem Beitrag replizieren wir zunächst eine computerbasierte Simulation aus dem Bereich des organisationalen Lernens von James G. March. Im Anschluss daran modifizieren und erweitern wir die Replikation unter Rückgriff auf die Theorie sozialer Systeme Niklas Luhmanns. Während Marchs ursprüngliches Simulationsmodell vor allem die Konzepte Wissen und Lernen in den Blick nimmt, ergänzen wir das Modell um das Luhmannsche Konzept des Gedächtnisses, hier verstanden als eine fortlaufende Diskriminierung zwischen Vergessen und Erinnern. Im Lichte dessen kann gezeigt werden, dass Vergessen für Organisationen als Quelle dynamischer Instabilität dient. Es verhindert die Lähmung aufgrund inkonsistenter Organisationsgeschichte und wird somit zur ermöglichden Bedingung neuer Irritabilität und folglich Lernens.

Computational simulation has become a widely accepted research methodology in the social sciences, particularly in the study of organizations. In this paper, we first replicate a computational simulation of exploration and exploitation in organizational learning by James G. March). We then modify and extend the replication with respect to the theory of social systems of Niklas Luhmann. While March’s original simulation model features both knowledge and learning, we complement his model with Luhmann’s concept of memory, here understood as the continuous discrimination between forgetting and remembering. In this light, it can be shown that forgetting serves as a source of dynamic instability for an organization. It inhibits paralysis caused by inconsistencies in the organization’s history and thereby represents an enabling condition for new irritability and thus learning.

Zur Modellierung symbolisch generalisierter Kommunikationsmedien

Das Thema dieses Papers ist die Modellierung, Implementierung und Untersuchung von Mechanismen, auf deren Grundlage Multiagentensysteme in der Lage sind, Kommunikationsbeziehungen aufzubauen und zur Steuerung der Interaktion mit anderen Agenten, insbesondere bei konfligierenden Handlungszielen, einzusetzen. In den meisten Situationen, in denen Multiagentensysteme bisher eingesetzt werden, wird - zumeist implizit - die Bereitschaft der Agenten zur Kooperation als apriori gegeben vorausgesetzt und die Problemstellung dadurch auf die Koordination, als die gegenseitige Abstimmung von Handlungen reduziert. Komplexe, sich selbst organisierende Systeme rational abwägender und Eigeninteressen verfolgender Agenten erfordern jedoch weit höhere kommunikative Fähigkeiten, für deren Herausbildung die bisherigen Herangehensweisen der künstlichen Intelligenz kein geeignetes experimentelles Umfeld darstellen. Ausgangspunkt dieser Arbeit ist die Ansicht, dass unter derartigen Bedingungen der Prozess der Handlungsmotivation, also die Einigung auf ein gemeinsames Vorgehen explizit Teil des zu lösenden Problems ist. Ziel ist es daher, Mechanismen und Constraints herauszuarbeiten und zu diskutieren, die Agenten in die Lage versetzen, die Interaktionen innerhalb ihre Umwelt kommunikativ mit Hilfe emergierender Symbolsysteme zu beeinflussen und zu steuern. Die zu betrachtenden Fragen sollen dabei sowohl aus Sicht der künstlichen Intelligenz, mit Blick auf deren Ansatz der Multiagentensysteme, als auch vom Standpunkt der Psychologie und Soziologie aus beleuchtet werden, deren Theorien und postulierten Zusammenhänge die Grundlagen der Arbeit bilden.

Thomas Reinhold, Modeling Symbolically Generalized Media
This paper focuses on the modeling, implementation and research of mechanisms that allow multi-agent-systems to build communication-networks to control cooperation. Up to now, most application-domains of multi-agent-systems can be characterized as presupposing – at least in an implicit way – cooperative agents. Real-live egocentric motivations aren’t modeled, so the agent tasks can be reduced to pure coordinative problems. The characteristic task of cooperation problems – the need to find compromises – becomes irrelevant. One central result of the authors  preceding research is that this modeling approach doesn’t allow the emergence of efficient an flexible communication systems. The goal of this paper is to continue this work in order to analyze the mechanisms and constraints that allow agents to build self-organizing social structures. Therefore, it focuses on the cognitive capabilities of agents, that are required to manage the communication in order to establish, to modify and to reinforce the usage of coordinative symbols. The author analyzes these questions interdisciplinary from different points of view: Classical methodologies of computer science and artificial intelligence research are used as well as theoretical approaches of psychology an social sciences that build the theoretical framework of the research.

Zur Simulation sozialer Systeme mittels systemtheoretischer Mechanismen – Eine Makrosimulation mit STELLA

Die vorliegende Arbeit zielt darauf ab, Luhmanns soziologische Systemtheorie in einem Computermodell abzubilden. Aus verschiedenen theoretischen Blickwinkeln werden dazu »Mechanismen« formuliert und zu einem Modell zusammengeführt, das aus vier sozialen Systemen besteht. Der Ausgangspunkt der Modellierung ist die Beschreibung sozialer Systeme als Bestandsgrößen mit Zu- und Abflüssen. Die Höhe der Zu- und Abflüsse bestimmt sich aus den »Mechanismen« Systemkonkurrenz, strukturelle Koppelungen, Anschlussfähigkeit, Komplexitätsausgleich und der historischen Ausdifferenzierung. Basierend auf diesen Mechanismen wird das Modell »Gesellschaft 1«, bestehend aus den Systemen Wirtschaft, Recht, Politik und Religion entwickelt und die absolute und relative Bestandsentwicklung untersucht. Das Modell »Gesellschaft 2« baut auf dem Modell »Gesellschaft 1« auf und variiert Werte für die Anschlussfähigkeit; außerdem wird getestet, inwieweit die Verhaltensweisen des Modells mit der »Realität« übereinstimmen könnten.

Christian Daiker, The simulation of social systems by means of systems theoretical mechanisms – a macro simulation with Stella
This paper aims to reproduce Niklas Luhmann’s sociological system theory in a comprehensive computer model using the simulation software STELLA. For that purpose several mechanisms were developed from different theoretical points of view and joined to a computer model consisting of four different social systems. The starting point of the modeling is the description of social systems as stock sizes with inflows and outflows. The volume of the in- and outflows gets determined by the »mechanisms« system competition, structural coupling, connectivity, complexity balance and system differentiation. On basis of these mechanisms the model »society 1« is developed as a simulation run on the basis the absolute and relative stock development. The model »society 2« – which is similar to the model »society 1« – is used in a simulation run in order to analyze the stock development compared with the reality.
