Raum als Kontingenzformel der Geographie. Zu den Ausdifferenzierungsbesonderheiten und schwierigkeiten einer Disziplin

Die (Human-)Geographie ist eine bemerkenswerte Disziplin. Organisatorisch ist sie relativ gut etabliert, doch ihre Forschungsbeiträge spielen in der Wissenschaft eine untergeordnete Rolle. Diese Leistungs- und Erfolgsdifferenz legt grundsätzlich eine stärkere Differenzierung zwischen dem Forschungsfeld einer Disziplin und ihrer Etablierung als Fach nahe. Vor dem Hintergrund dieser Unterscheidung kann erstens verdeutlicht werden, dass es der Geographie auf der Grundlage ihrer Kontingenzformel Raum nicht gelungen ist, ihre Gegenstandsorientierung durch eine distinkte forschungsfeldkonstituierende Problemstellung zu ersetzen. Diese Schwierigkeit lässt sich aus systemtheoretischer Perspektive auf die Dualität von Raum als Medium und Materie sowie auf das Primat funktionaler Differenzierung und den damit verbundenen thematischen Zuständigkeiten sozialwissenschaftlicher Disziplinen in der modernen Gesellschaft zurückführen. Ausgehend von der Annahme der steten Relevanz von Raum erscheint die Geographie stattdessen als Disziplin multipler Orientierung. Ihre dennoch erfolgreiche Etablierung als Fach, so die zweite These, fußt auf außerwissenschaftlichen Anlehnungskontexten (hauptsächlich Bildung), über die gesellschaftliche Legitimität hergestellt wird.

Space as the contingency formula of geography. About characteristics and difficulties of disciplinary differentiation

(Human) geography is a remarkable discipline. In terms of its organizational structure, geography is quite well established, but geographic research has made limited contributions to social science as a whole and is often neglected by other disciplines. This success and achievement gap implies the need to differentiate between the research field of a discipline and its establishment as a subject. Against the background of this distinction, we first show that geography has not been able to depart from its original fixation on the object space (its contingency formula) and to generate and formulate a distinct problem, which might constitute a cogent research field. From a systems theoretical perspective, this difficulty can be ascribed firstly to the duality of space as a medium and as material, and secondly to the primacy of functional differentiation in modern society, which implies a particular thematic order of responsibilities among social scientific disciplines. Based on its assumption of the permanent relevance of space, geography appears as a discipline of multiple orientations. Secondly, we argue that geography's successful establishment as a subject is based on the legitimacy it derives from non-scientific contexts, particularly in education.

Die Raumordnung des Tourismus

Der Beitrag widmet sich einem von der soziologischen Theoriebildung bisher kaum beachteten Kommunikationszusammenhang: dem modernen Tourismus. Angesichts seiner Globalisierungsdynamik und vielfältiger Raumbezüge überrascht, dass auch die raumtheoretische Debatte der letzten Jahre den Tourismus weitgehend ausgespart hat. Dies nimmt der Beitrag zum Anlass, mit systemtheoretischen Mitteln nach der Funktionalität des Kommunikations- und Wahrnehmungsmediums Raum im touristischen Kontext zu fragen. Ein zentrales Ergebnis der Untersuchung lautet: Für die Entstehung, Ausdifferenzierung und Reproduktion des modernen Tourismus sind räumliche Unterscheidungen und Formbildungen konstitutiv. Warum dies so ist und in welcher Weise Raum strukturbildend wirkt, lässt sich im Rahmen einer gesellschaftstheoretischen Bestimmung des Tourismus zeigen. Hierbei wird sowohl die zentrale Rolle von Organisationen als auch die besondere Bedeutung des Raums als Medium der touristischen Erwartungsbildung deutlich. Genauer untersucht wird das Beispiel städtetouristischer Semantiken und ihrer durch Territorialisierung erzeugten Ordnungen. Die Ausführungen verstehen sich als ein Beitrag zur Theorie des Tourismus. Zugleich demonstrieren sie exemplarisch das analytische Potential eines medientheoretischen Raumkonzepts.

The spatial structure of tourism

The article examines a phenomenon to which sociological theory has so far paid only little attention: the modern tourism. Considering its globalizing dynamics und its multiple spatial references it appears surprising that even the recent theoretical debate on the relevance of space has rather ignored tourism. Against this background the article uses systems theory to ask about the social function of space in the context of tourism. To do so space is conceived as a medium of communication and perception. A key finding of the study is: For the development, differentiation and reproduction of modern tourism spatial differentiations and forms are constitutive. Interpreting tourism in the analytical framework of systems theory (as a theory of society) allows to show why and how space can contribute to the forming of social structures. Both the central role of organizations as well as the importance of space as a medium of producing expectation structures become obvious. A closer look is taken at the example of urban tourism semantics and its specific orders generated by territorialization. The article is meant to contribute to the theory of tourism. At the same time it demonstrates the analytical potential of the suggested concept of space as a medium.

Das Realitätsproblem der Sozialwissenschaften: Anmerkungen zur Beobachtung des Außersozialen

Die aus einer lebensweltlichen Perspektive selbstverständliche Einbettung der Gesellschaft in eine natürliche und räumliche Umwelt hat in den Sozialwissenschaften immer wieder zu Debatten über den jeweiligen epistemischen Status der sozialen und der außersozialen Realität geführt. Die Rahmung dieser Kontroversen durch den Gegensatz von "Realismus" und "Konstruktivismus" hat sich jedoch als unbefriedigend erwiesen. Der vorliegende Beitrag schlägt vor, das Thema begrifflich neu zu umreißen. In einem ersten Schritt wird gezeigt, dass das Realitätsproblem der Sozialwissenschaften nicht mit dem Realitätsproblem der Philosophie gleichgesetzt werden darf. Daraufhin wird schrittweise versucht, die Frage nach dem Verhältnis von sozialer und außersozialer Realität mit dem Vokabular der soziologischen Theorie zu präzisieren. Dazu werden verschiedene sozialwissenschaftliche Problemkontexte unterschieden und miteinander in Beziehung gesetzt: Das Emergenzproblem, das Mikro/Makro-Problem und die wissenssoziologische Unterscheidung von "harten" und "weichen" Strukturen. Im Verlauf der Darstellung werden außerdem handlungstheoretische und systemtheoretische Konzeptionen von sozialer Realität verglichen.

The problem of reality in the social sciences: some remarks on the observation of the non-social

From a common-sense perspective it seems evident that society is embedded in natural and spatial environments. The social sciences have challenged this view, thus engaging in debates about the epistemic status of social and non-social reality. However, the framing of this issue in terms of "realism" or "constructivism" has turned out unsatisfying. This article proposes to reconceptualize the controversy. First, it is demonstrated that the problem of reality in the social sciences is different from the problem of reality in philosophy. Second, the question of the relation between the social and the non-social reality is reformulated by means of sociological theory. The crucial point is to distinguish and to relate several problem contexts that are often intermingled: The problem of emergence, the micro/macro-problem and the distinction between "hard" and "soft" structures in the sociology of knowledge. Furthermore, the article delineates and compares the differences between the notion of social reality in action theories and in system theories.

Gesellschaft, Umwelt und Technik: Zur Problemstellung einer "Ökologie sozialer Systeme"

In der Theoriediskussion der Sozialwissenschaften zeichnet sich in jüngerer Zeit eine verstärkte Aufmerksamkeit für Natur, Umwelt und die Materialität der Dinge ab. Die Systemtheorie nach Luhmann spielt bei dieser Diskussion bisher jedoch keine große Rolle. Das muss umso mehr erstaunen, als die Theorie sozialer Systeme im Grunde eine Theorie der System/Umwelt-Differenz ist. In diesem Beitrag soll deshalb geprüft werden, welches Theorieangebot die Systemtheorie für die Auseinandersetzung mit Beziehungen zwischen der Gesellschaft und ihrer materiellen Umwelt macht. Dazu wird zuerst nachgezeichnet, wie die Systemtheorie die zentrale Problemstellung ökologischer Betrachtungen mit dem Begriff der strukturellen Kopplung konzeptualisiert. Dabei geht es insbesondere darum, Implikationen dieses Konzeptes im Hinblick auf die Umweltabhängigkeit sozialer Systeme und deren Anpassung an Umweltgegebenheiten herauszuarbeiten. Vor diesem Hintergrund sollen schließlich, die von Luhmann präferierte sprachliche Kopplung von Kommunikation und Bewusstsein genauer betrachtet und weiterführende Mechanismen der strukturellen Kopplung von Gesellschaft und Umwelt gesucht werden. Das Ziel dieser Auseinandersetzung ist es, auf diese Weise die Problemstellung einer "Ökologie sozialer Systeme" zu skizzieren.

Society, environment, technology: on the problem of an "ecology of social systems"

Recent debates on the theory of social sciences are characterised by an increased interest in nature, the environment and the materiality of things. So far, systems theory after Luhmann has not played a significant role in these debates. This is surprising given that Luhmann's theory can be understood as a theory of the difference between system and environment. This paper aims at assessing, therefore, what systems theory has to offer for an engagement with ecological questions. To achieve this aim, the paper shows how systems theory conceptualises the core problem of ecological reasoning with the notion of structural coupling. A particular focus, thereby, is on the implications that this notion has with regard to the environmental dependence of social systems and their adaptations to a given environmental setting. The aim of the article, finally, is to identify mechanisms of structural couplings between society and the environment beyond the coupling of communication and consciousness and thereby to sketch out a possible research agenda of an ecology of social systems.

Die Systemreferenz bei der Beobachtung des gesellschaftlichen Umgangs mit Naturrisiken

Ausgehend von der Forderung Armin Nassehis, dass sich die Potentiale systemtheoretischen Denkens nur durch empirische Forschung ausloten lassen, werden im vorliegenden Beitrag forschungspraktische Herausforderungen bei der Untersuchung des gesellschaftlichen Umgangs mit Naturrisiken dargestellt. Empirische Forschung zum gesellschaftlichen Umgang mit Naturrisiken unter systemtheoretischen Prämissen lässt ein "Operationalisierungsproblem" zu Tage treten, das sich im Verhältnis der Systemtypen Funktions- und Organisationssysteme widerspiegelt. Anhand von empirischen Forschungsergebnissen zu Risikoentscheidungen und Risikomanagement werden die Bedeutung der Wahl der Systemreferenz und die damit einhergehende Beobachtung von Organisationen als Multireferenten in der Umwelt der Funktionssysteme betont. Der Differenzierung von Funktions- und Organisationssystemen ist in theoretischer Hinsicht eine größere Beachtung zu schenken, um hinsichtlich empirischer Forschungen Risikoentscheidungen in sozialen Systemen beobachtbar zu machen. Die konsequente Trennung von System und Umwelt ist die Voraussetzung für systemtheoretisch inspirierte empirische Hazardforschung, die neue Erkenntnisse über den gesellschaftlichen Umgang mit (Natur-)Risiken ermöglicht.

The system reference by studying the societal handling of natural risks

Based on Armin Nassehis' (2008) postulation that the potentials of system theoretical thinking can only be fathomed by empirical research, this article presents challenges in the research practice of studying the societal handling of natural risks. Empirical research on societal handling of natural risks under a system theoretical viewpoint reveals a "problem of operationalization", which is reflected in the relation between the two system types of function systems and organization systems. Empirical research results on risk decisions and risk management are brought forward to emphasize the significance of the choice of the system reference and the associated observation of organizations as multireferential systems in the environment of function systems. The theoretical differentiation of function and organization systems deserves higher attention in order to make risk decisions in social systems observable in empirical research. The consistent separation of system and environment is the precondition for system theoretically inspired empirical hazard research, which promotes new knowledge of the societal handling of (natural) risks.

Raumvergessenheit oder Raumontologie, Latour oder Luhmann? Zur Rolle der Systemtheorie in einer (medien)geographischen Kontroverse

Die Systemtheorie luhmannscher Prägung kennt keine Raumdimension des Sinns. Dies hat zumal in den Medienwissenschaften zum Vorwurf der Raumvergessenheit geführt. Dagegen wird in Teilen der Humangeographie die systemtheoretische Annahme, beim Raum handle es sich um eine ausschließlich auf soziale Systeme zuzurechnende Konstruktionsleistung, ausdrücklich begrüßt und ihrerseits gegen eine Mediengeographie in Stellung gebracht, die den Raum als Agenten im Sinne Latours traktiert. In dieser Kontroverse um Raumvergessenheit oder Raumontologie werden nicht nur Stärken und Schwächen der systemtheoretischen Konzeptualisierung des Raums sichtbar, sondern auch mögliche Alternativen, die die Akteur-Netzwerk-Theorie ins Spiel gebracht hat. Sie sind der Systemtheorie nicht völlig unbekannt, sondern führen die Diskussion um Dinge und Objekte, Räume und Körper zurück zu Überlegungen, die Luhmann in Die Kunst der Gesellschaft angestellt hat.

Space oblivion or space ontology, Latour or Luhmann? On the part of systems theory in the media geography

Niklas Luhmann's approach to systems theory does not require space to constitute social sense, but regards space a mere topic or reference of communication. Particularly from the media studies this has been considered and critized as a complete denial of space. However, human geography embraces the system theoretical conception of space to review on their part media geography, which regards space as an actor in terms of Bruno Latour's ANT. The latter was excoriated as a move towards a re-ontologisation of space. My paper illustrates the debate to highlight strengthes and weaknesses within the system theoretical conception of space and to discuss ANT as a possible alternative. All in all, Latour's attention of things and locations, space and bodies is not entirely strange to Luhmann's thinking regarding his passages on the special materialization of the artwork in his monography The Art of Society.

Political deparadoxification through structural coupling in the EU: a reinterpretation of the Stability and Growth Pact

Der Aufsatz schlägt vor, auf der Basis der Luhmannsschen Theorie eine Reinterpretation des Stabilitäts- und Wachstumspakts der EU vorzunehmen. Die Argumentation basiert auf theoretischen Weiterentwicklungen, die innerhalb der neueren Systemtheorie im Zuge der Beschäftigung mit europäischen Studien vorgenommen worden sind. Es wird argumentiert, dass "ungleiche Europäisierung" sozialer Systeme (Jachtenfuchs) als ein anderer Ausdruck für funktionale Differenzierung zu strukturellen Änderungen innerhalb sozialer Systeme führt und zu einer Redefinition von Kopplungsprozessen in Europa. Der Stabilitäts- und Wachstumspakt ist ein besonders augenfälliges Beispiel dafür. Deshalb wird der Eurostabilitätspakt im vorliegenden Text als eine strukturelle Kopplung von ökonomischem und politischem System analysiert. Ein genauerer Blick auf seine Entstehung führt dabei zu einer Verteidigung der Ansicht, dass es fruchtbar sein könnte, ihn aus einer polykontexturalen Perspektive zu betrachten, wie es im europäischen Kontext generell sinnvoll erscheint, strukturelle Kopplungen verstärkter in den Blick zu nehmen. Auf der Basis des Luhmannsschen Konzepts der Entparadoxierung sozialer Systeme durch die Bezugnahme auf ihre Umwelt wird eine Interpretation des Eurostabilitätspakts vorgenommen, nach der der Ausgangspunkt des Pakts trotz einer vermeintlichen ökonomischen Intention im Wesentlichen in dem politischen Prozess einer Entparadoxierung durch die Bezugnahme auf das ökonomische System liegt.

Political deparadoxification through structural coupling in the EU: a reinterpretation of the Stability and Growth Pact.

The paper proposes to mobilize a Luhmannian theoretical framework to provide a reinterpretation of the Stability and Growth Pact (SGP). The argument rests on theoretical refinements by Luhmann followers when confronting social systems theory and European studies. We argue that 'uneven europeanization' of social systems (Jachtenfuchs) as a mere expression of functional differentiation results in structural changes within social systems and in a re-definition of coupling processes in Europe, the Stability and Growth Pact being a striking example of such a phenomenon. The SGP is therefore analyzed as structural coupling between the economic and political systems, while a closer look at its genesis leads us to defend the view that it may be fruitfully observed from a polycontextural perspective, and that in the European context so would be structural couplings in a broad sense. Drawing on Luhmann's perspective on deparadoxification of social systems by recourse to the environment, we present a reinterpretation of the SGP according to which, despite an alleged economic bias in its design, the pact widely takes its sources in political processes of deparadoxification by recourse to the economic system.
